I'm slightly embarrassed to mention this, as it does relate to my business, but... I feel sure that cheaper, easier availability of dry ice would help in countries with less-good infrastructure. Historically dry ice production has been restricted, also in the developed economies, to industrial gas companies. New technology is available now which is relatively small and cheap, and also much more efficient than previously. The high efficiency means that distribution agencies would only need relatively small supplies of carbon dioxide to convert to dry ice locally. Carbon dioxide is usually quite easy to procure: wherever there is a soft drinks/soda bottler, there will be a source of CO2!
